Context Labs, an AI data infrastructure company, has secured a strategic investment from 22/x, the Abu Dhabi-based AI-native investment and incubation platform — and the two firms signed a long-term agreement to base Context Labs' regional headquarters in Abu Dhabi.
The deal, announced without a disclosed valuation, commits both sides to accelerating Context Labs' expansion across the Middle East and North Africa (MENA). The agreement outlines deployment of the company's AI Data Infrastructure in the region, including its AI Distillery™ platform built for sovereign AI.
What does the partnership actually cover?
Beyond the headquarters move, the collaboration targets two concrete workstreams. First, developing and deploying industry applications for priority sectors: energy, utilities and critical infrastructure. Second, integrating Context Labs' technology into existing regional assets and ecosystems.
The deployment plan leans on Context Labs' core stack. Its Context Engine processes fragmented operational, engineering and enterprise data, verifies information cryptographically at source, and maintains what the company calls a tamper-proof data fabric with traceable data lineage and provenance. The AI Distillery™ lets organizations run frontier and open-weight AI models, plus semantic context agents, inside their own data centres using verified data.
22/x brings its own leverage to the table: experience in deep-tech and applied AI for critical infrastructure, plus relationships with sovereign-aligned computing, data and distribution partners across the region. The partnership will target organizations investing in enterprise AI, pitching a verified data foundation as the route to trusted deployment and measurable returns.
The takeaway: this is an infrastructure bet, not a marketing alliance — the deal pairs verified-data plumbing with regional capital and distribution.
Why does sovereign AI data matter here?
Context Labs builds AI Data Infrastructure designed to give enterprises a trusted data foundation for artificial intelligence. The platform uses industry-specific ontologies to supply context across a broad set of sectors: energy, chemicals, mining, commodities trading, logistics, utilities, pharmaceuticals and financial services. Its applications support both operational and compliance requirements.
In energy and critical infrastructure specifically, the platform connects operational performance, emissions intelligence and AI-enabled decision-making. It lets operators verify energy-related data, respond to regulatory and market requirements, and support operational resilience — a pitch aimed squarely at Gulf national champions managing oil, gas and utility assets.
The takeaway: for MENA operators, the selling point is control — verified data, in-country compute, and AI models that regulators and partners can trust.
What did the two sides say?
Dan Harple, Founder, Chairman and CEO of Context Labs, framed the deal around data integrity: "AI is only as good as the data underneath it, and enterprises have to be able to verify that data before AI can be trusted to act on it. Our cross-industry ontologies, built on a single AI Data Infrastructure, let us move with the region's national champions across every sector they lead. With 22/x, we are bringing them the infrastructure to own their IP, own their AI, and prove the integrity of their data to partners, regulators and markets worldwide."
Yousif Al Nowais, Chairman and Managing Director of 22/x, explained the platform's origins: "Through Arab Development, we have predominantly served the oil and gas industry, bringing global expertise and technology into the UAE and building lasting local partnerships and industrial capability. As automation, robotics and artificial intelligence reshape these industries and the wider economy, we recognized the need for a dedicated, future-focused vehicle to support the new digital economy. We established 22/x to build on that foundation, helping local industries adopt these technologies, modernize their operations and develop the capabilities to compete in an increasingly digital world."
Mohammed Yousif Al Nowais, Director and Board Member of 22/x, added a workforce dimension: "Our partnership with Context Labs brings an essential foundation to that ambition: trusted data that enables businesses to apply AI with confidence while retaining control over their information. For us, this transition must also create opportunities for Emiratis to develop specialist skills, contribute to deployment and lead the industries of the future. Our ambition is not simply to bring technology to the UAE, but to build the knowledge, capability and long-term value that remain here."
The takeaway: 22/x isn't just importing technology — its stated goal is building local AI capability that stays in the Emirates.
What comes next?
The immediate next step is operational: standing up the Abu Dhabi headquarters and rolling out the AI Data Infrastructure across MENA's energy, utilities and critical infrastructure sectors. Neither company disclosed the investment amount or timeline, so watch for deployment announcements with named regional operators as the signal that the partnership is converting capital into contracts.
