Dubai Future District Fund and Buimerc Corporation Ltd. signed a strategic cooperation agreement at the Consulate General of India in Dubai. India's Ambassador to the UAE, H.E. Dr. Deepak Mittal, and Dr. Vishnu Vardhan Reddy, Consulate General of India in Dubai, witnessed the signing.
The agreement is a memorandum of understanding. It commits the two organisations to explore cooperation in supporting Dubai's venture capital ecosystem, not to deploy a fixed sum. That distinction matters for how quickly anything concrete follows.
What does the cooperation cover?
The statement lists three working areas:
- Sharing market insight and knowledge
- Helping founders and venture managers establish a presence in Dubai
- Running joint ecosystem initiatives such as founder programmes, delegations and events
No fund size, ticket size or timeline appears in the announcement. The mechanism is network access: DFDF supplies connections across Dubai's fund managers and founders, while Buimerc supplies capital discipline and a generational outlook drawn from operating in both the UAE and India.
Why the D33 agenda frames the deal
The signing sits inside the Dubai Economic Agenda, known as D33. That plan sets two headline targets: double the size of Dubai's economy and rank among the world's top three global cities for investing, living and working. A thriving venture capital ecosystem is treated as central to both targets.
Dubai is already the natural base for many Indian founders, fund managers and investors building internationally. DFDF, Dubai's venture capital fund of funds, invests in line with D33 across sectors including PropTech, HealthTech, LogisticsTech, DeepTech, Circular Economy and Web3. Its founding shareholders are Dubai International Financial Centre and Dubai Future Foundation. It is headquartered in the DIFC.
Buimerc Corporation Limited is a Dubai-based investment and operating holding company established within the DIFC's legal and regulatory framework. It has Indian roots. It allocates strategic capital across global asset classes using bottom-up analysis and a triple-bottom-line approach that balances economic growth, environmental stewardship, social impact and governance.
What the signatories said
The announcement carried quotes from five named officials, which signals the political weight both governments attach to the corridor.
Dr. Deepak Mittal, Ambassador of India, said: "The signing of this MoU is a welcome step towards further strengthening the strong and dynamic ties between India and UAE, by fostering greater collaboration in the venture capital ecosystem and facilitating new opportunities for investment and innovation between our two countries."
His Excellency Khalfan Belhoul, Chairman of Dubai Future District Fund and Chief Executive Officer of the Dubai Future Foundation, said: "D33 asks Dubai to become the place where the world's most ambitious founders, investors and ideas choose to build. Long-term, Dubai-based partners such as Buimerc help make that ambition a reality, and together we are strengthening a venture capital ecosystem that will serve Dubai for generations."
His Excellency Arif Amiri, Chief Executive Officer of DIFC Authority, noted that DIFC has led work with India for more than two decades. He said the collaboration will "create new pathways for Indian founders and investors to build from Dubai, scale internationally and contribute to the next phase of growth between our two countries."
Dr. Vishnu Vardhan Reddy, Consulate General of India in Dubai, said the partnership "opens a new chapter for tech and innovation between India and UAE" and will help Indian startups tap into the UAE's venture fund ecosystem.
Nader Albastaki, Managing Director of Dubai Future District Fund, framed the deal's philosophy: "They share our conviction that Dubai's venture ecosystem is built through long-term relationships, not transactions."
Siddharth Balachandran, Executive Chairman and Chief Executive Officer of Buimerc, said: "Indian founders are creating some of the world's most innovative and ambitious technology companies, while Dubai has emerged as a natural gateway to the region and the global venture capital ecosystem."
What happens next
The document is an intention, not a fund. The test will be whether the promised founder programmes, delegations and events translate into Indian-led funds registering in the DIFC and portfolio companies relocating to Dubai. Both sides have committed to patience, and the first visible joint initiatives should show whether the corridor deepens beyond diplomacy.
