The Philippine News Agency reported that the Department of Trade and Industry opened its 29th Negosyo Center in Magsingal, Ilocos Sur, on Oct. 20, 2026. PNA said the opening expanded DTI support for aspiring entrepreneurs and micro, small and medium enterprises, or MSMEs, in the municipality.

DTI officials and the Magsingal local government unit led the launch, PNA reported. PNA said the center aims to boost enterprise development by bringing business-development services closer to people starting ventures and existing owners seeking stronger operations.

PNA described two audiences for the facility: individuals seeking to establish businesses and existing entrepreneurs. The report did not specify separate eligibility rules, operating hours or service volumes for either group.

What does the center offer?

Acting provincial director Zaldy Zafra said in a Wednesday statement that the center aims to provide a more accessible venue for individuals establishing businesses. He said existing entrepreneurs could use it to improve operations, expand markets and strengthen competitiveness, PNA reported.

PNA identified four service areas:

  • Business advisory services for local entrepreneurs.
  • Entrepreneurial training for aspiring business owners.
  • Registration assistance for people establishing businesses.
  • Information on DTI programs and services.

PNA described the center as a convenient platform for local entrepreneurs to access those offerings. Zafra tied the project to cooperation between DTI and local government units. He said: “This highlights the strong collaboration between DTI and local government units in creating an enabling environment for business growth and entrepreneurship.”

Where does the program fit?

PNA said Republic Act 10644, also known as the Go Negosyo Act, establishes Negosyo Centers. The law promotes entrepreneurship and supports MSME growth across the country, according to PNA.

PNA places the Magsingal opening within that nationwide statutory program. Under DTI's stated aims, the center should help aspiring owners turn ideas into viable enterprises. The agency also seeks to encourage innovation, create livelihood opportunities and strengthen local economic development, PNA reported.

The announcement did not include a center budget, staffing plan, daily operating schedule or beneficiary target. PNA also reported no performance figures, evaluation date or projected economic impact for the Magsingal facility. Because the announcement supplied no performance figures, its stated benefits remain objectives rather than measured results.

Why do local leaders support it?

Magsingal Mayor Victoria Ina Favis supported the initiative, PNA reported. She recognized the center as a milestone in government efforts to strengthen the municipality's entrepreneurial ecosystem. She also backed keeping business-support services accessible to grassroots entrepreneurs, according to PNA.

Vicky Ulap, president of the Tilapia Growers Association in Ilocos Sur, welcomed the opening. She said: “Thanks to DTI for opening up more opportunities for entrepreneurs. This creates more sustainable livelihood opportunities for our community.”

PNA linked Ulap's comment to the center's potential to broaden opportunity and sustain livelihoods. Favis linked the project to the municipality's entrepreneurial ecosystem. According to Zafra, broader commercial goals include better operations, wider markets and stronger competitiveness for existing MSMEs.

What will determine the center's impact?

The first proof point for Magsingal entrepreneurs will be whether they use the four services PNA listed. Usage data will show whether the center meets Zafra's stated accessibility goal for startup formation and business improvement.

DTI and the Magsingal local government unit will also need evidence that advisory work, training and registration support translate into the outcomes Zafra identified. The Oct. 20 launch established the platform. Follow-up data will be needed to show whether it strengthens local MSMEs and creates durable livelihood opportunities.
