The U.S. Chamber of Commerce has presented Rep. Bill Foster (D-IL-11) with its Advocate for American Business award during a stop on the National Free Enterprise Express Opportunity Tour.
Neil Bradley, the Chamber's Executive Vice President and Chief Policy Officer, handed Foster the award during a visit to Nicor Gas in Naperville, Illinois. The event was held together with the Naperville Chamber of Commerce.
"Rep. Bill Foster has been a strong advocate for policies that promote innovation, economic growth, and opportunity," Bradley said. "The U.S. Chamber is proud to recognize his leadership and commitment to advancing a free enterprise economy that enables businesses, workers, and communities to succeed. We look forward to continuing to work with him to strengthen America's economic future."

The ceremony took place at the Nicor Gas Technical Training Center. Bradley and Foster were joined by:

The setting carried symbolic weight. Nicor Gas operates one of the four natural gas distribution companies of Southern Company, and its Technical Training Center is where the utility prepares its workforce — a backdrop that ties the award to the jobs-and-skills agenda the Chamber says Foster has supported.
What does the award recognize?
The Advocate for American Business award is the U.S. Chamber's vehicle for singling out members of Congress it judges to have consistently backed pro-business legislation. Why Naperville, and why now?
The presentation formed part of the Chamber's National Free Enterprise Express Opportunity Tour, a national road-show through which senior Chamber leaders travel to local communities, meet regional business groups and publicly align with lawmakers the organization considers allies of the private sector.
Choosing Naperville for the stop put the Chamber alongside three layers of the business-advocacy apparatus at once: the national organization, the Illinois Chamber of Commerce through Kevin O'Keefe, and the local Naperville Chamber of Commerce. Mayor Scott A. Wehrli's presence added municipal endorsement to the event.
Hosting the ceremony at a utility's training facility rather than a hotel ballroom or government office underscored the practical framing the Chamber favors on these tours: policy achievements measured in trained workers, functioning infrastructure and employers able to expand.

Bradley closed his remarks with a forward commitment: "We look forward to continuing to work with him to strengthen America's economic future."
For Foster, the award delivers a credential he can cite with independent-business voters in the 11th District ahead of future campaigns. For the Chamber, the Naperville stop adds one more lawmaker to the roster of legislators it has publicly backed on the Free Enterprise Express tour — and signals that the organization intends to keep pressing its growth-and-opportunity agenda in the Midwest, one district at a time.
